Attorney at Law graduated from the Escuela Libre de Derecho in 1996. Managing Partner of García Seimandi y Asociados, S.C., a firm specialized in customs and foreign trade matters founded in 2004.

His practice is devoted to free trade agreements, tariff classification, customs valuation, maquila operations, antidumping fees, cross-border paperless trade and health regulations. He has more than 20 years of experience advising, reviewing compliance, and representing clients in administrative and judicial proceedings.

He participated in training on tariff classification at the World Customs Organization in Brussels in 2014, 2018 and 2019. He was certified on “Tariff Classification of Foreign Trade Goods” by the National Council for Standardization and Certification of Labor Skills (CONOCER) in 2017.

He served as Panelist under Chapter XIX of the North America Free Trade Agreement. Member of the Mexican Corporate Counsel Association (ANADE), where he has been a member of the Board of Directors, Coordinator of the Foreign Trade Committee and appointed as a representative at the Tariff Classification Council of the Mexican Tax Administration Service. He is also a member of the Mexican Bar Association (BMA), the International Chamber of Commerce (ICC) and actively participates in the Mexican Institute of Public Accountants of Mexico (IMCP). He has been Chair of the Foreign Trade and Customs Committee of the National Chamber of Industry and head of the Transborder Integrity Initiative Organization in Mexico City.

Co-author of the books “Basic Knowledge of Foreign Trade” published by the IMCP, and “Customs and Foreign Trade Consultant” published by Mexican Institute of Foreign Trade Executives (IMECE). Co-author of the National Study on Electronic Commerce in Mexico published by the International Institute for Sustainable Development and CUTS International Geneva in 2020. Co-author of the Study on “The legal and technical readiness for cross-border paperless trade: the case of Mexico” published by the Economic Commission for Latin America and the Caribbean (CEPAL) in 2022.  He has published specialized articles in magazines such as Practica Fiscal and Abogado Corporativo, as well as in newspapers such as El Economista and Excélsior.

He has given lectures, conferences and seminars on customs, tax and foreign trade issues at various institutions, including the National Autonomous University of Mexico (UNAM), the Iberoamerican University (UIA), Monterrey Institute of Technology and Higher Education (ITESM), the Mexican Academy of Tax Law (AMDF), the IMECE, the U.S.-Mexico Law Institute, the U.S.-Mexico Chamber of Commerce, the Transport Lawyers Association of America and the Society for Corporate Compliance and Ethics (SCCE).
